It sounds like your headset may need to be adjusted. Hold the front brake lever tightly, and rock the front back and forth as much as it will go. If you get movement in the headset (the bearings that hold the steer tube in place), it needs to be adjusted. If you do not have the right tools, it may be less expensive to have a shop do it. If you want to try it yourself, loosen the lock nut (the top nut), and adjust the second nut for no slack (movement as described above), but not so much that it binds. Then, while holding this adjustment, tighten the locknut. It might take a couple tries, as the adjustment sometimes changes when the locknut is tightened. Good luck.

We really need to know if the bicycle has a threaded (quill) type stem and headset or a threadless stem headset.
You should be able to find instructions for adjusting either type at www.parktool.com or www.sheldonbrown.com

If you can post pictures of your bike or search for pictures on the internet of another bike that looks exactly the same as yours, we might be able to offer some assistance.
