Judging from the stickers and lack of brazed on DT shift bosses I would figure '75 to '81 probably. Nice touring bike and an interesting rear dropouts for that time. Very good at keeping the racks mounts from interfering with the wheel and axle if you have to remove it. I like it but only you can judge for 650.00. I wouldn't pay that much for it especially with the mismatch of components but other markets ..... I don't know.
