Rack Recommendations?

Hi all, I'm in the market for a new bike rack.

-needs to fit a 2in receiver.
-Security is a huge issue for me.
-be able to hold 1-2 bikes, 3 at the most.
-has to fold down.
-Not looking to break the bank, looking for something under $175.

I was looking at the swagman original 3 bike, it has a lot of mixed reviews, is it any good? Any recommendations will really help. Thanks.

Check www.yakima.com. Price is going to be a problem, though. I have a pretty stout Yak rack, but with all the attachments it cost almost $600 five years ago.
