questions about a certain bike

I bought this bike a few years ago used from a LBS for about $100, was in a bind, and it is a few inches too big for me. It is a Royce Union ST 100, anyone have a guess as to the year? (No luck online for me, I think mid 90's though)

The quandary expands, the other LBS estimated that it is worth between $100 and $200, while the LBS two towns over said it is a worthless department store bike. (There are no bike shop stickers on it, but that LBS said it wouldn't be worth even looking at)

So, my three questions (as I am trying to let my FIL borrow it, he is a good 6 inches taller than me) are:

1. When was this bike made? (Made in Taiwan, I know that much)
2. What would it be 'worth' (My 7yo said he wants it when he grows up, so not getting rid of if, but...)
3. Anyone know how to tell what kind componets it has? I know they are Shimano SIS, but beyond that...

So lets say I came across it at a garage sale, what clues point to it being a department store bike vs a bike shop bike? Would you consider this a bike, or a BSO?

The first clue is the make and model..... The components are about as low as they get (rear derailleur with a claw). The entire bike sceams Big Box store, and NO I would not consider it. I'm not trying to be nasty either, it is what it is. Sorry.
