Need help IDing a bike. Probably a shot in a bucket but worth a shot.

My friend's kid recently picked up this bike on craigslist and he asked me whether I knew the model of it or not. I have no clue as the bike, more specifically the fork and threaded headset is a wildcard among the likes of online build to order brands like republic (which it reaks of IMO complete with velo saddle, lack of decals, and genericness all around).... and yes the seller who sold it to my friend listed it as generic and was priced it that way.

I was hoping you can help him out to see what his kid dragged in by putting in your guesses (no name brands here; looking for little guys). Anything helps. He expresses his gratitude.

The fork is weird but it's a decent bike compared to a lot of generic stuff out there and the wheels have been upgraded.
