I just want to know if those who have ridden downtown Portland (not SE, not NE, strictly downtown) are content with the bicycle infrastructure. Thanks!

The buffered bike lanes dedicate one out of four lanes on SW Stark and SW Oak to bikes alone. One additional lane on these one-way streets is dedicated to through traffic, and a the outer lanes are for parking cars or (sometimes) making right turns.
The buffered lane runs westbound on SW Oak from Naito Parkway to SW 9th (a regular bike lane has been installed between 9th and 10th), and eastbound on SW Stark from SW 14th (home of the Zoobomb monument) back to Naito.

I'd say pretty darn good shape overall. Sure there is demand for more lanes, and I'm sure some more will come. But the planners can't take too many lanes away from cars completely...and it doesn't seem as though most cyclists worry about taking over a vehicle lane when they need it (like coming down SW 4th). You are seeing the push back on the Williams/Vancouver discussions.
