Google 'OnZa HO' brakes. These aren't that different from them.

The R&E brakes seem to have a unique feature - the saddle cable passes over the top of the arm and is anchored at the pivot. Normal behavior of narrow angle cantis is to loose mechanical advantage as the brakes are pulled. THe cable attachment of the R&E is supposed to help maintain the mechanical advantage by using the saddle cable to pinch the arms together rather than just pulling them upward. No idea how effective this is...
