Schwinn help!

I found this part while working on my 1980 Schwinn Women's World Sport. What is it? My best guess is a "ferrule" or cable end cap. How can I use it if it is? If it's not, what the hell is it?

Looks to me like a string tie for a storage bag. Does it have a spring release?

What it really looks like is a cable end for a much bigger cable than would be found on a bicycle.
