Dumb tire questions
I have a set of factory Orbea wheels. The rims are alloy 6061 T6 18 DIN. Currently these have 700x23 tires mounted. Would these rims take 700x25 or 28? Also the 23-28 is width correct? So there shouldn't be any difference in clearance between the wheel and the seat tube. I have very little clearance on the Orbea. Thanks and I apologize for my lack of knowledge. I just didn't want to buy the wrong tire. I'm hoping to soften the ride a bit with 700x25.

Not all 25's are the same size.
Some bikes do not have room for 25's.

The biggest clearance issue is usually the front derailluer on road racing bikes. My quasi-vintage Cannondale 2.8 won't run a tire larger then 23mm.

Yes the "23" and "28" are the width numbers but bike tires are roughly circular so as they get wider, they also get "taller". If you have very close clearance with the 23's, any 28 is unlikely to fit. As to truth-in-labeling, many bike tires ase slightly narrower than their claimed size but, as a rule, a 28 is significantly larger in both width and height than a 23.

Thank you for the info. When I bought the Orbea I overlooked the short clearance on the rear wheel. When I was biking back in the 70's and 80's this was never an issue and I just didn't look. Dumb on my part.

Road bikes now, especially road racing bikes, put the rear wheel up under your butt instead of behind it.
