Single Ortlieb Pannier Mounting?

Should this Ortlieb Vario QL3 pannier/backpack be mounted lower? Sorry for the horizontal view of a vertical shot.

The lower you can get it, the better.

+1. Your rack top will also be almost useless when you have both panniers mounted (granted, if you have both panniers you can fit a lot inside, so less need for rack space).

Rack width is 9.3" and Topeak MTX Trunk bag EXP is 8.3" in width. So should have enough room for that model. I do like the Ortlieb trunk bag more for weather. That bag comes with a pannier bar that I don't need obviously. But I don't know if Ortlieb's quick release base plate can be mounted without it. Maybe somebody can enlighten me with that setup.

How big are your feet? you may need to go back further
as you bring it down , or kick the bag with your heel with every pedal stroke.

Before and after lowering pics. This is as low as it will go. More room for trunk bags too.

Heel clearance is good too.
