Yeah, even when legally required to spend such money on bicycle specific education and projects, they just steal some of the money and say "oops sorry, we don't know how that money got moved to the general fund, and becuase we do not now for what the money got spent, it cannot be returned to the bicycle fund".

Happened in Honolulu, I think to the tune of $2 million.
