it would, but, you'd most likely end up with raw steel, not chrome, since it's unlikely that there's chrome under the paint.

i wouldn't recomend doing it on a black one... i'm half amazed he's still got a bike...
i used jasco to get decal residue off one of my bikes... sprayed it on, wiped it off, took most of the paint with it... ****'s intense...
i don't know if there's a difference between spray jasco and the kind in a can though...
but yeah, your bike looks good now...

I should mention that I think your bike looks rad. If I were you, however, I would mask off the chain and seat stays and spray the whole thing a solid metallic color so it would look just like a Cinelli olympic frame. That would be hot. There is a guy at some of the TDC races that has a similar paint job, all white with chrome stays and fork. I am also a fan of the slightly loose chain. I find it is better than too tight. I have only dropped a chain once, but I was doing huge bunnyhops at 0mph so it was definitly my fault.
