Suggestion for low hanging rear panniers?
What is a good suggestion for a pair of low hanging panniers for my electra townie? By low hanging I mean the top of the panniers do not extend above the top of the rear rack. Here is the rear rack I intend to purchase for my townie: Electra Townie Aluminum Rack - A&B Cycle, Springfield Missouri
I'm new to this and am thinking the commuter folks would be the smartest for this question.

Not sure it will be possible to find something that has the tops flush with that rack, at least any that use metal hardware. You might have luck with the dual sided/"saddlebag" panniers that drape over the rack- Saddlebag Pannier | Banjo Brothers

+1 on the dual saddlebag. The other option is to reconsider your rack and get one with two levels that can be used. Here's an example:

These Wald folding baskets can be fitted to your rack so that they stay below the top: 582 Rear Folding Basket - WaldsportsMobile.
This market bag from Linus sits on top, with the panniers hanging down this sides: THE MARKET BAG - Linus Bike.
I use these front rollers from Ortlieb: View the Front-Roller Classic (pair) at https://www.ortliebusa.com. If I don't fill them too full, they stay below the top of the rack. They're made for the front, but I use them on back.

Thanks for the help guys, I think I'm going to try the Banjo Brother's saddle bags. Unfortunately this is the only rack that fits the Electra Townie.

I have a townie 21d and have a bontrager backrack deluxe, small that fits on mine no problem.

I should add no modifications were needed to mount this rack. Additionally my LBS (an electra dealer) was skeptical about it fitting as most racks don't fit or need modificiation. My LBS was happy to see that this fits and were happy to sell it to me. I've been using this rack now for about 500 or so miles commuting with no issues. Here's another picture.
