Hi! I'd really recommend getting fitted (or at least measured by someone who knows what they're doing). That being said, your body can adjust to just about anything, so it's really personal preference. I just got fitted yesterday for a bike, and I'm a similar size. (5'6", 31" inseam) I'm going with the 52. One thing to consider is "standover height". You want to comfortably be able to stand over the bar without having to lean the bike over (makes a difference especially when you're loaded down.) Hope that helps!

Standover height is not the only important measurement. Many believe that top tube length is actually more important, although you obviously need to be able to straddle the bike comfortably. The LHT has a longer than normal top tube. Keep that in mind.
As noted you should get fitted. The geometry for each LHT frame size in shown on Surly's web site.

I know there was once a surly size google group which helped me choose a size. For reference I'm 5'9 and ride the 54cm size with 26 inch wheels. I did have to put on a shorter stem than what came with the bike.

My daughter is 5" 5" and rides a 50 cm LHT. It fits her pretty nice. She has long legs and shorter torso. However, test riding is the only way you'll know for sure.

I completely agree. I ignore stand over height and seat tube length when sizing my bikes. I look at horizontal top tube length. I'm 5'10" with a 31" PBH and I if I get a bike with an equivalent horizontal top tube length between 55 and 56 cm I know I will be comfortable.
