Well, crikey. That hanger doesn't exactly look welded on, does it? Is anything stamped on them? Those "fish mouth" stay ends are distinctive. Anyone seen those on Gitanes? I have only seen them on Motobecanes but I know relatively little about this stuff.
Head set could be Stronglight? A close up pic would help. Sure the seat post isn't stamped 26.4? That would make more Frenchsense but, anything is possible. 25.4 might account for the shim.The plot thickens, as they say.

yes it is a lightrace headset, thanks for that, i was able to make it out once i knew what i was looking for
i was able to get the Campy seatpost out, its a standard campy record seatpost
its missing one of the rail pieces tho,, not sure where i can find one of those..or if its worth it..

its not a huge deal, the size is 25.4, so it doesn't fit any of my bikes..

It's the often-missing cradle piece, and you are not the only one looking for one! Since they fall right off when the saddle is removed, they often disappear in the bottom of boxes and bins. If you have a rare size post (which you do) somebody might still want that post even with a missing cradle(s) to fit a rare frame, and will swap cradles from a more common (like 27.2) post, or maybe use another brand of cradles (Avocet, Ofmega) if the cradles can fit the NR "stumps" on the post.
So, my question: can other brand cradles fit a NR stump? Or be modified to fit?

Still have this thing hanging in the basement, still don't know what to do with it.. PM me if you are interested. I believe that its a Gitane of some sort its definitely french.

did a little more investigation, i was able to strip the paint off the drop outs, they are Simplex drop outs. does that make it a Gitane?

I'm saying it's a '71-ish Gitane Tour de France or similiar that has been worked over with added rack mounts and some serious grinding, shaping and threading of the right dropout. The fish mouth stay ends look like the ones on my Gitane TdF; they used the Nervex curly crown that year with the swaged seat stay tops around that time; the rack mounts look like they are about where the original centerpull brake cable stop bridge goes; and that model came stock with the Stronglight mod. 93 cranks this bike has.
Are the pedals marked R and L, or D and G? They sold Mod. 23 Berthet pedals in French, English and even 1/2-in American thread patterns - I've owned all of them through the years. Also even though the cranks may be marked on the back as metric, I've seen more French-marked Stronglight 93s retapped to English than left in original French thread. Just be sure to ONLY use a Stronglight crank puller on it, lest you trash the threads. The 93 is my FAVORITE crankset ever, very light, strong and durable, and they don't have that freaky stress riser you have to sand out of Campy NR cranks ...
