Not sure of specifics but assuming that is the stock headset & threaded fork, I can confirm that it is pre-2005 with a threaded headset & fork.
By 2007 there were already threadless kilos.
Otherwise there isn't really different model years and major substantial differences for kilo tt's. Only revisions and editions where only the paint is different or it has lugs or chromed fork ends and stays.
Major revisions would be threaded -> threadless cockpit, and more recently where they swapped out the crankset from 130bcd truvative touros to a generic 144bcd crankset and the saddle to some other one.
