Decent, budget frameset?

Looking to get a new steel frame.. at least with Reynolds 520 tubing... currently have 4130 tubing Felt frame. What budget frames are out there? I've seen the Wabi classic frame and it's really tempting, but slightly out of my budget

I found unbranded kilo tt frames for 200

Pretty much. Aside from Bikes Direct/Bike Island stuff, there's Pake. I can't think of anything else of the top of my head. Look around for clearance sales?
