I apologize for being slightly off-topic, though 'Alpharetta' sounds like a dodgy pre-release Cinelli track frame being tested by riders in the San José area of California.

As far as your chain coming off: You need to an 18" metal straight edge to be sure that the chain ring is in the same plane with the cog. You may have a chain line issue

Nah, the chain just had to much slack at the right time. But I solved the mystery though. It was the chain. Because I use the 60t most half link chains are not long enough. So the last half link I bought I added older links to it to make it long enough. Turns out that was the problem and why it would only loosen and tighten at certain intervals. A friend of mine was watching while I turned the crank and he noticed that when the chain was tight it was coming off of the chain ring at the top and bottom. So I went to the bike shop and got a sram single speed chain that was just long enough and bam. Problem solved. I had used a single speed chain before with different chainrings but I had linked it together as well causing the same problem. I am a Dork! It was something stupid easy.
