I've seen an old Bianchi road bike w/ that type of lettering but not one of these. Hmmm...

Why not ask on the OldSkoolTrack list?
I'm fairly sure the owner of that Bianchi posts on there.

Yeah but I don't care much for "Oldskooltrack".
I'm not hip and/or from Brooklyn.
And I really hate the spelling of "Skool". It's just as stupid as those Warner Bros cartoon characters dressed up all hip-hop.

I mean, you can tell from the picture that its not a new frame, but it doesnt look old either. I'm a bit confused by it.

The fork looks lugged, but it could just be a cheapy after-market chrome fork. The frame itself doesn't appear to be lugged. I thought I saw evidence near the seat tube / top tube junction, but I think that may just be a photo artifact.
Given that it appears to be a chromed welded frame, I'd say it's a current Pista with an old-style decal kit and different fork.

Another view...
It does look lugged at the headtube and the seatstay caps look different than newer bianchi.

Yeah, I vote that it's not one of the current ones.
Here's the page w/ pics of the owner's other rides.

My site is gonna be called "trackbikesarewickedkewl.com".
And I swear fixed gears / ss bikes are outnumbering geared ones here in Chicago.
