After a years use my stock Continental Tour Ride tires are getting kinda cracked and worn.
Would I feel much of a difference by getting a pair of 28c tires instead of my current 32c?

I think you would. 28mm is my favorite commuting width. Feels fast but adequately comfortable and keeps your wheelset happy and true. 32s feel a bit sluggish, IMO. I am currently riding 35s on my commuter because they were free and they totally suck. Can't wait to wear them out and switch back to 28s.

im tired of running thickslicks on my bike.
are there any other budget friendly tires that are good for skidding and hold up to some abuse?
I don't really want to drop 100 dollars on tires.

I usually run 25c rear and 23 up front.

I started running a zaffiro up front a couple months ago, definitely like the smaller more racy tire in the front versus a heavy ass thickslick.

So I've been riding fixed gear for about a year now (46 x 16) and its alright, except where I live is REALLY flat -- so I could use a little more power. Would 48 x 16 give me much of a difference? Or should I upgrade to some racing cranks and go 50 or 52?

I don't skid stop (I know I know ... wuss) so I'm not worried about that -- but should I go down to a 15 or up to 17 for other reasons?

It would be a slight difference. If you live in a flat area, I'd say it would be a good choice. Then you can always go down to 48/15 for a bit more.

Gearing is REALLY personal. I live in a very lumpy area, don't mind spinning like a psycho hamster, have thighs like tree stumps and don't mind sitting on a cadence of 110-120 on the flat. So I use 66gi. Thing is, until a couple of years ago, I was happy using 70gi. Maybe I'm just getting old but whatever the reason, that's what I like ... most of the time. All YOU can do, is buy a few cogs and experiment. Do it with rear cogs at first because it's cheaper. Once you work out where you want to be, and are due a new chainring for whatever reason, use a gear calculator to set up your new system with the same gearing, then experiment some more. The chances are, you'll never get it right and will probably sit up in your coffin crying "I reckon if I try a 17 tooth cog".

Does anyone know of a 104 bcd single speed square taper crankset? I have a 110 bcd already and need to run a smaller chainring.

I need to go down to a 32t or 30t. I'm probably going to end up with a mountain triple, run the ring in the middle and take off the other rings.

You are not going to have much in terms of choice with 104 bcd with a square tapered bb, highest I've found was Alivio

Thanks, that's what I'm seeing too. Civia makes a single 104, otherwise it's the Alivio, Acera, or SRAM S600 that have detachable rings.

Not even close to that... as let's face it, the typical person wants an aventon or throne. Shoot "aero" leaders have long been losing ground in the street cred market.
A $700 722 would have phils front and back, omniums, and a wound up.

Good plan. If you really want it gone or to recoup, you should part it out to maximize.
