No, 700C is the standard wheel size these days.
It refers to the outside diameter of a wheel outfitted with a particular tire. A "700" rim with a size 700C tire would be 700mm across (pretty huge given that a 700C rim is only 622mm).
The tire sizes range from A (smallest) to D (largest). Thus a 700B wheel would actually have a larger rim but a smaller tire. Damn French.
Nowadays 700C refers to any wheel with a 622mm rim.
