Regarding the other 2 questions:
The only benefits to buying a wheelset is that your wheels match. If you can save $$ by buying in pairs (as is usually the case), that's another plus. But if you've already got a good front, and cash is tight, it's just not necessary.
Cog & lockring: might as well get them with it, as long as they are quality and aren't charging you an arm and a leg. EAI, Dura-Ace, Surly... If they throw 'em in for less than $40 (for both), I'd jump. The cost of convenience is sometimes worth it.
