stripping powdercoat with possible original coat underneath

i have a track frame that i bought from via bicycles in philadelphia about a year ago. it has nice lugs, no info on the BB shell, and was powdercoated a creme color. the shop didn't know the make of the frame, because they bought it second hand.

a couple months later it occured to me that there might have been some fowl play involved with selling a brandless newly powdercoated frame from the 80's. (mind you, i'm not saying it's on via's end.) lately i have been hoping that the original paint might be under the powdercoat. is this even a possibility? i don't know much about powdercoating.

is there a way to strip powdercoats at home using easy to find and inexpensive materials? what kind of precautions should i take if there is vintage paint in there somewhere?

any suggestions would be awesome. i really want to know what i've been riding on for a year now.

usually frames are stripped bare before powdercoating.

i dont think you can easily strip powdercoats. when i took my frame to get powdercoated, they had to strip the paint, and told me if it was normal paint it'd be relatively cheap to do, but if they had to strip powdercoat it'd be much more expensive.

you might be out of luck. theres noway youd be able to do it at home from anything i know about the process. frames are always stripped raw to powdercoat. i have never heard of a bike not being stripped before painting or podercoating. and even professionally i have heard powder coating is next to impossible to strip. anyone have any experience with it actually being done? when i got my frame it was flat black powdercoated. i hate it.
