Why is it so steep? Is it because the frame is pretty small or just for raw power on the track? Looks like it may jar a little on the road.

Not that steep to me. Looks like normal track geo. Shants' Makino...now that was a steep frame, like ungodly steep.

That seat tube is pretty damn steep. Dolface's Rensho has a comparable seat tube. It'd be for the latter though: power transfer (I'm educating-guessing)

Thanks Don - I was kinda hoping you would chip in cos I can't see a design rationale for the design. It is a triathlon type angle which, as I understand it gives power and aerodynamics, but it seems unusually steep for a track bike and I wonder how it would affect handling.
I think your two word answer probably summed up your view!
By the way - I know it doesn't belong on the road but most people don't ride flat bars on the track, so I was assuming it's being ridden on the road. I was just observing that such a steep seat tube would make it less comfortable on bumpy ground.
