i put did that by on time (not on purpose), had an old stem, chopped, then tried to remove them to flip... would not come out. Stem and Bars had become one. My "horns" were shorter than that. Not ideal, but it still gives you more options than just a straight bar

Those look dangerous. No way I would stand up and pedal on those.
Clearly, the poor fellow is also not clear on the concept behind a top tube protector either.

i can kind of see how it makes sense, i use regular road drops and usually just ride on the shoulders (where the brake hoods would be). however, i agree that it's silly to chop off the rest of the handlebar.
