removing rust

Okay, so I was given a 12-speed Fuji grand SE earlier today that hasn't seen the outside world in approximately 15 years. The frame was kept in my grandparents basement the whole time and has accumulated a massive amount of dust. There is very little rust, and where there is it's a very thin layer around the weldings of the frame.

What can I do to get rid of this? I guess I'm asking for a good way to clean the whole frame. I'm hoping to rebuild the whole thing tomorrow and i'll have pictures up.
