They're Avid BB7 Road disk brakes, they work with normal pull road levers.
I'm running a front one with a cyclocross fork on my Steamroller, it's awesome.

why would anyone buy a cheap bike and not ride it? it's not for the track aside from being lame it has brakes, so that's not what it means when sez it won't be on the road.
