i'd meet the seller face to face, say, "let's haggle," offer 300, and not really want to go higher than 350, but 400 isn't so bad - certainly wouldn't pay more. soma somax hubs are decent cartridge bearing hubs. plus you get a brake and road bars w/ hoods and drops, which should be pretty comfy. not a bad ride. if it fits you, of course. if it doesn't, no sense in buying it.
