Hong Kong track bikes

A friend of mine is going to HK for a week and has offered to scope out track frames and parts - I have no idea if there's a track scene in HK but if so does anyone have any idea where to look?

It's illegal to ride bikes on the road in the city center there right?

The outdoor velo is pretty nice but the new one is gonna be awesome. There is definately a "scene" (hell I think there is ascene for everything and anything in HK) but its definitely an upper crust type thing. At least that was my experience when I rode over there.
