rust inside my frame?

rust inside my frame?
hi,
so i found an old bike in the street the other day. falcon 453 frameset, and not much else, but i was close to home, so stuck it on my back to have a look at when i got home. i want to build it into a shopping bike with a big basket front and back!
the frame looks pretty good. very little rust on the outside.
however.... there are some small holes at near the dropouts, and near the fork ends which i'm guessing are for water to drain out of if it manages to get inside the tubes, and there is quite a bit of rust around these which makes me think that the insides of the tubes are rusty.
what can i do to stop the rot? should i slosh linseed oil around in the tubes or something?
also, does anyone know anything about reynolds 453?

Is frame saver just a rust converter like POR 15 or what? I searched the internets a little but couldn't find any info on how the stuff works. I have some POR 15 hanging around, I'm probably just going to use that. If you can't easily find frame saver just hit your nearest auto parts place and buy some rust converter. I've used it on my old VWs, my Vespa and on numerous welding projects and it's great.

Frame Saver is, as far as I'm aware, both a rust converter and preventer.
