Cannibalize a couple old cassettes, file off the rivets that hold the cogs together, and you get free spacers. Buy a $5 BMX cog and your set. A lbs would probably give you a bunch of worn out cassettes if you ask them nicely.

My bike shop keeps them in the trash can. They probably change 20 or 30 out a week.
