identify the frame builder?

currently building this bike.. semi-cheap ebay purchase. wondering if anyone can identify the builder.

it's steel.

doesnt seem as heavy as i would have expected though.. given the oversized bottom tube.

the fork is polished aluminum

with the exception of really cheap bikes where it's done for looks OS tubes are lighter because the walls can be made thinner without compromizing stiffness.

i'll take some more pics when it's built up. polished up a rough set of 75's and they look like new.. with the polished fork, 3T stem,(and assorted other goodies) blue anodized gran compe "carnival" hubs, and some silver mavic hoops, she's gonna look pretty slick.

tomorrow i'll see whats up with stampings.. there's nice shimano drops (or ends, or whatever they are "supposed" to be called)
