I'm going to tell myself that it was making the best out of wrecking a very expensive set of handlebars, and that the cut was simply removing some really trashed material.

Chopping up carbon bars is a very very bad idea. It will cause stress fractures and the bars will fail. This can be prevented by wrapping the ends in kevlar tow but it is unlikely that he did this.

on my carbon bars that have been chopped (not EC90 or drops) they've stood up to much abuse for about a year until i switched to bullhorns, i'm going back to em again. carbon really is pretty strong despite what most people think

Well, I'd heard how rad they were and found one on ebay for pretty cheap. Cheap considering how much they retail for. Anyways, I rode them for a while and really liked them a lot. When another auction came up at an even better price I picked them up for another one of my bikes...

How do you think shops cut carbon steerer tubes and mountain bars?

Yeah, ppl cut carbon stuff all the ****ing time. Afaik you just gotta do it with something other than a hatchet and maybe seal the ends w/ glue or resin.
