Zip ties can't really hold a water bottle cage. It'll slip back and forth, and eventually drop down the tube. Your bike shop should have some fixes, but hose clamps are cheap and work as well as anything else.

I double sticky taped (3M thick kind) and used two zip ties. Held on very well for 2yrs. When time to remove it took off zip ties and then had to work at it to pry apart the DST. Held up in both high heat and rain.
The reason I took off the holder was I had a friend who had a rivnut tool. Drilled out two correct size holes in steel frame and rivited in the threaded inserts. That works great too.
My boss made a drilling guide out of scrap metal and we strap that on the tube when we need to drill for bottle bosses. Then we take a punch and put an indent into the tube. Then drill, usually 1/4". The pop in a riv-nut. Though buying the riv-nut tool might not be worth it for yourself. Best go to a shop to have them put the riv-nuts in.
