I'm trying to order a fork for my new build (prefferably carbon) and I need to know if the width measurement is the width of the fork itself or the width of the inside of the steerer tube. Also if anyone wants to reccomend a good threaded fork that is approx 1in x 235-240mm for a 700c wheel and that is not too expensive it would be greatly appreciated.

This is what you're looking for. Threaded is almost always 1". Make sure your headtube is appropriate for a 1" steerer.
