If you're looking to take off all the paint, your best bet will be sanding. Decals, on the other hand, depend on whether or not they were applied under the factory clearcoat or not. If you're looking to strip your frame to have it powdercoated or to paint it yourself, do a search - you should be able to find tons of info floating around this forum.

if you just want to take off decals, jasco works fine to remove just enough of the clear coat to peel them.
