Reminton repair and Decals

I just got this used Keirin frame and after a looking it over with really well I have concluded that it needs to be repainted. The seller covered up some of the rust with touch up but it looks like the fork will have to go because of a horizontal crack below the crown on both legs (FUC*K) I can get another fork but the head tube and the bb has rust coming out from the lug points enough to make me suspicious and enough for the seller to paint it over. It seems like water ran down an uncovered head tube and settled in the bb and fork legs. Hopefully its not that bad but I really like this frame and want it perfect . So heres a few questions I need help with and yes I did a search and was not able to locate any specifics to my answers.
a. I found a thread about reproducing decals but the link that was given is dead (velo something)
-Who can reproduce the REMINTON decals for me or are the REMI's painted on?
-can a painter repaint the decals for me?
b. If the rust is bad on the inside of the frame, what are my options to stop and repair that rust.
c. To ensure that I sop further rust, should I powder of paint the bike.

most graphics/sign/sticker shops can scan and re-produce bicycle graphics on a 2ml or 4ml sticker (there are some copyright problems occaisionally), which can be clearcoated over (not easy) this would be the most economical.

having the decals hand painted will cost PLENTY (like $100+ per side) in addition to the paint job, so unless you are just madly in love with that frame you might just want to do a quality repaint and skip the decals/graphics or have the decals made and clearcoated later as a second step.

I'd think seriously about the above suggestion of returning that frame if I were you because the extra cost involved to deal with the rust and re-paint.

I was so close to start bidding on that same frameset. Now I'm happy I didn't.

It still looks lovely, though.

Oh, and maybe the rust on the frame was actually caused by the Keirin rider's salty sweat pouring down on it...c

I personally think that frame is exceptionally beautiful, hopefully it rides as nice as it looks. (and it's not rusted too badly)

you (op) have to make a descision are you going to keep it? no? = sell it. yes?= have it sandblasted so you can see exactly how bad the rust has developed (after blasting, the rust will be gone, but you could have some pitting, depending on how bad the rust was)

if it's just surface rust (and japanese steel LOVES to rust!) after blasting when you get it painted, make sure the painter uses an epoxy sealer as the bare metal coat, and I would also have the inside of that frame treated/converted as well.

the trouble is that you really can't tell how bad the rust has eaten the metal until you open it and take a look.

kinda a crap shoot eh?

Reckon- Yeah I'm contemplating those choices. I'm fortunate enough that I have a friend who can sandblast it and paint it for relatively cheap and if ParkerLewis (thanks for the assistance) can get me some decals it would it make it much easier to swallow spending some more money on the frame.

I was able to locate a fork for it so I emailed the seller on ebay about paying for the fork. Hopefully he or she will understand the situation so that I dont have to return it.
ITs justs that those LUGS are so SICK! that I dont want to give it up

I don't think asking for a price reduction would be out of question at this point.

But I suppose you would have hard time finding another Reminton frame like that so restoring the one you have there is the way to go.
