applying decals

I ordered a custom "mashine" decal set from greatlettering.com for my polo bike. I started to put the decals on, but I noticed that the decal, which is sandwiched between a clear release film and a paper backer film, was not coming off the paper backing. The instructions show that you peel off the paper backing and then the clear. Mine is not doing this, so before I ruin a 10.00 sticker, does anyone have any suggestions for getting this to work? Could it be temperature?

Rub the decal between your palms to warm it up. Peel off the white backing slowly, making sure the sticker stays on the clear film. Then place the sticker and rub it really well. Then slowly peel off the clear paper. If anything starts to stick, then just rub it a bit with your fingernail.
