Ask about the head tube/seat tube angles/ bb height and geometry; compare it to the geometry of your other bike if you have one; keirin frames tend to be really track oriented (obviously) and are made with steeper angles. Ask maybe about the frame material, if it's super high end tubing it'll probably have thinner walls but it will be lighter. Are you tarcking/doing tricks, tracking, or just plain riding? There are a bunch of criteria you pick a frame on- aesthetically- I like Samson lugs and that most of them are chromed underneath- and if it's just a simple problem like indecision I'd say got with the Samson.
Honestly, you'll probably get a lot of hate asking this question since every keeps asking these what NJS frame should I get question when it's probably just a matter of preference.
People just think you guys have more money than sense; so before you go and buy that frame- Keep in mind some companies, say for example, Marinoni/De Bernardi, sell new frames for less than those frames you're about to buy. 700 frame and fork, brand new Marinoni out of Columbus Zona and DB out of Thron.

neh...it's the most beat up ..flaky red anodised ..cheapest RAP in njs-keirin.
i maybe going down to japan next month and i thought might as well get a prezzie back for myself
the samson is again the most beat up and cheapest one in njsframes ...comes with stem, headset, chain and post. the RAP comes with headset and BB
so which one is the better deal?

just pick one mang, honestly it's going to come down to aesthetics and which one u like. don't think that you can tell or even bfssfg can tell u the "difference" between the two.
all u need to do is.
1. find the one with least amount of dents
2. find the one that has the color you like
3. find the one that matches how much u are willing to pay
done.
