Can you creat a break mount?

I needed a project so i took my friends single gear coaster break bike and I was going to try to add a front break. She has fenders so there is a fender mount but the fork doesn't seem to have any holes for adding any type of break. Do i need a new fork or is there some way to add a break mount to a fork. I tried searching a bit but couldn't make much headway.
