BB non-drive end cap

i just installed my sugino BB on my bike like last week and was working fine. i later learned how to skip top and i noticed the non-drive end cap is coming loose. i tighten it with a BB tool as far as i could. any ideas on why its coming out? did i install the BB wrong? its sugino cartridge and did everything correctly. i think. i read on another forum that when the guy was installing the BB, he put teflon tape on the threads. should i do that? thanks in advance.
