freewheel size? 16, 17, 18??? brooklyn/manhattan

so i've decided to go with an iro bike, but need an opinion on freewheel teeth count.

this question is a good one for people living in new york city as they know the terrain i'll be riding on.

it's be a freewheel bike, a 62 cm with a 175mm crank.

any advice would be greatly appreciated.

uhh...chainwheel size makes a big difference here


and for flat ground, 48/16 would be easy but still decently quick
