chainwheel and cassete help

ive got a specialized p1 08 and im currently running 34-16
soon i am buyin a 25t sprocket and a half link chain but im abit stuck on the cassette cog am i right in thinking you should run 25t sprocket to 9t cassette ? and does any on no where i can buy a new 9t cassette cog cause i can only find 10t and above, or will i have to buy a whole new cassette/conversion kit
