no, but it's got fender mounts, and can accommodate really big tires, yeah? So i would think so. The Bike Direct dude seems to be on here a lot. You should get a hold of him.

i've been looking to replace my nishiki conv. as my rain/lockup jam for awhile-- i'm hoping this is a good fit.

It seems like the Jury compares to the Steamroller, so I don't see why fenders would be an issue. The description for the Honjo's say they're made for bikes with minimal fender clearances, which does not seem to be the case with the Jury.

It will never work. Your efforts are doomed.

Unless you are fixed on Honjo mudguards, you could buy the Velo Orange own brand ones. They look pretty nice too. Another pretty mudguard is the Berthoud stainless model. Go mudguards!

they don't come as small. 35mm is a great size for 25mm tires.

I hope you build a townie with the honjos. I'm thinking of doing that for the girlfriend.

I honestly have no idea if they will fit but if they do it will

Yes. A 70mm-90mm brake reach requirement means that you should have plenty of clearance. It will look like this when it is done, minus the gearing if that is your direction:

don't get too excited... i'll post pics just because, but remember-- this is still a beater. the bling will be few and far between (though there will be a few out of the ordinary components going on-- and lots of shiny).

FYI: If the fender is a bit wide where it sits between the chain stays just cut it to fit with some tin snips and remember to file the edges so they don't scratch the frame. Also using cork or rubber washers for the fender install helps keep the rattling to a minimum. Beater or not it will be a fun build and fun ride. Good luck.
