I'd buy that for 10 bucks if the frame fit me. Clean it up, strip everything off it. Use an old shool BMX one piece chainring in whatever size you like. Repack the bottom bracket bearings. Put on a cheapie fixed rear wheel, and your done. Ride the heck out of it.

my jc penny bike is totally bad-ass. its got a 3-speed in the hub and i tell people its a fixed gear. its got a back brake for doing skid stops and a white basket so people dont see my front brake. plus my kickstand keeps it from getting scratched up.

OP, that bike is fugly. The geometry on it alone is scary. It looks like rolling (does it roll?) death. You'd have to replace everything on the bike and you'd still be stuck with a nasty frame. It's a lot of work and those drops don't look very conducive to a fixed gear conversion anyway.
Not worth the $10 or the space it'll take up. Go to Craigslist or a thrift store...or dumpster diving.

that's less than 3 gallons of gasoline....it's worth 10 bucks if you run a couple errands on it & then give it to a homeless guy. I'd offer $5 & do the BMX/cheapie parts swap described above. Have some fun & then flip it. After you've rendered it functional it ought to be worth at least twice the asking price (lol) for the DUI market. Seriously, if you have space, why not? As a point of comparison, however, I have a 24" JCP bike of similar design & componentry (or, rather, lack thereof) that I acquired for zero for my 10 year old son who is determined to ride every bike at our house (a number that increases weekly, it seems) despite the fact that he is only 4' tall or something....so, when a co-worker brought the bike to work (he knew that I & a few others were into bikes) as a last stop before the metal recycling bin, I let my son try it & he wanted it so we saved it from recycling. He asked me, "dad, do you think it's a good deal" & my response was, "no, it's actually over-priced, but if you want to try it out, we'll take it home and I'll show you how to work on it." That was an honest answer.

If you're going to ride it, buy a helmet... a good one (at least $100)... this is making less sense my the minute.

I think someone need to open up a chain of DUI bike stores....and then on forums people can refer to them as their LDUIBS, as opposes to their LBS. That should fetch at least $15 'as is' at a LDUIBS.

I feel like I've been cheated! I bought a Roadmaster Scorcher for $10 at the Goodwill and it wasn't in as good of shape as your JCPenney special!
I've put tires, tubes, and had the wheels repaired. I made it a SS by removing the shifting junk and adjusting the chain to fit. So far, so good. I replaced its seat with from my daughter's Wally World Mongoose Paver. I swapped out brake handles with another Wally World MTB (still don't know how I got this in my shed?). I'm in $60 on this bike so far. This includes a new set of straight handlebars. What have I gotten out of it? I've had a BLAST rebuilding it. Only took me two nights and a case of beer! It holds my big clydesdale ass, and pulls my Young Prince in his Wally World InStep trailer.
Buy it! Have fun with it, just don't put alot into it. The knowledge and fun you will get out of it doing it yourself is well worth the cost.

I own a 1977 Raleigh Record LTD and I just picked up a early 70's womens Schwinn sport. and the very same bike you show in your pics, same color and all, I m not much into petina, and I know that some vintage bike experts would just leave them the way they are, but it is my plan to ruin these bikes, by turning back the hands of time on them by restoring them to close to like new bikes, you know true the wills, replace bearrings and clean and oil chane and gear rings, ect. ect its not supposed to be worth the money to restore low level bicycles exspecially ones that are not even from an actual bike company such as the JC penny bikes, but I dont want to do it for money. I think it would just blow peoples minds to see a early 1970s JC penny bike looking just as new, as the day it was original sold. buy the bike
