Mountain bike chainrings aren't near as big as road chainrings and they don't need that 1 extra arm for stiffness.

older MTB cranks had 5. I'll play the cynic role - they changed so they could sell more parts to people who had to have the latest candy. Same as adding one more cog into the rear cassette every few years (Campy is going 11 sp in 2009!). The correct term is Planned

^^^^ I have heard a rumor that some of the more competitive cyclists out there prefer their components to be lighter and perform better. Apparently, they are willing to pay more for these 'features,' and companies are willing to fill this 'demand' in the 'marketplace.'
