if i have a headtube length of 140mm does the steerer tube on my 1" threaded fork need to be 140mm also?

It needs to be longer to account for the stack in height from headset/spacers/stem assembly in addition to the height that is most comfortable for you.

Even if it's threaded, the steerer tube needs to be longer than 140 mm, as there has to be some sticking out the top of the steerer tube for the thready turny parts to screw onto.

No. that stuff mentioned above refers to a threadless set up. go to your lbs to have your fork cut.

What? Of course it needs to be longer than the tube! There are the top race of the headset and the locking ring for the headset which need to screw on. Typically a washer/spacer is in between those two.

Yes, even with a quill stem.

I was referencing the OP as to whether the steerer had to be the exact length of the head tube, which it should not be. But you're right, it should be longer.

Damn interweb, being clear on here can be a PITA.
