Nitto road bar is 25.4mm which I want to get.

I have a nitto stem which fits 26mm bars, will the road bar be compatible with the stem?

No. You might be able to get it tight enough to hold, but 25.4 is just too small for a stem designed for 26 mm bars. 25.8 such as used by 3TTT was a reasonable middle-ground, but even then, it usually required tightening the stem clamp as tight as it will go. You may be able to buy a shim for it, though. Handlebars and stems are not something you want to take risks with.

I'd say the shims that nitto sells are worth it. I've had friends who have had some problems with just using aluminum cans. Maybe they haven't done it right, and someone can tell you that cans work great, but I'd say get a shim.

Sure, but between 25.4 and 26mm? The Nitto shims are steel, and should never pose any problem, and lots and lots of people have made do just fine with a pop can cut up and wrapped around the bar. I would not recommend trying to just crimp the stem down though, that will cause unintended pressure points on the bar and stem and may lead to failure, but shimming from a 26 stem to a 25.4 bar is common practice and should pose no problems.

I ran some 25.4 bars in my 26 clamp for a few months with no problem.

Can you really use a Nitto 26mm bar on a Nitto 25.4mm stem?

A trip to the hardware store for a sheet of brass shim stock.

I wouldn't get a shim, you'll just gain back the 5 pounds you shaved off when you removed your brakes.

Take out the lock bolt and nut on your stem and file the gap wider by another 1 or 2 mm. It's free (if you already have a file, or can borrow one), is safer than using a shim, and takes only 15 minutes.

Guuuuuys, the stem is designed for a BIGGER bar than the one he's looking at. He needs to make the bar bigger (ie with a shim) not make the stem bigger.

You got it. I will just get a shim ,I have no problem spending $9 to have it done right.
