If you are refering to the kit sold @ pricepoint it's the exact same price as purchasing each component individually. I believe she already purchased cranks too if I'm not mistaken.
I just got a set of those IRO cranks for my wifes bike and they look nice though! I've been running an IRO 18T cog on my fixie since I got it and I have no complaints there either.

And anyhow, I think $700 is by no means an extravagant price to build a bike frame up with new parts.
TBH, if I wanted to, I could go to my local bike co-op and put together a bike for under $100 easy (but it would have oddly sized wheels with likely no fixed wheel, no track ends - a conversion, etc.) and I'd still have to buy stuff like the cog, bar tape, and a new chain, etc. But that is really not the point here coz she is spending money she has saved for a NEW bike. If she wanted a used bike, I would give her my completed 54cm department store bike conversion that I cruise on.
I mean, if you were building a new bike frame-up how much would you spend? IMO you could easily go over $700 with parts, but why not replace those as you go? I think the $700 is worth having a nice, sturdy wheelset, a quality frame, and other serviceable parts. In my experience if you try and cut too many corners you are probably starting with a fully built bike or getting used parts. Or you just have the hookup with bulk sales (which I do not have).
To whoever asked about the bars, I think I convinced her to take my old Nitto drops, since I can polish and retape those easily.
To whoever suggested the IRO build kit, I will take a look at that as well. That is the kind of suggestion I am looking for.

If anyone was curious to how the bike turned out, here is my solution.
Bike cost about $715 total.
I think I did pretty good. H8 the Aerospoke if you must. I think it is a terrific looking girl's bike though. And for another $100 or so, she will upgrade to a better saddle and re-tape the bars.

Check out Niagara Cycle Works. They are the cheapest source for parts that I've found. They have a huge inventory also, but are a bit slow.
