OT camera help.
im thinking of upgrading to a better camera. i have pretty crappy poloroid digital camera now. i want to get something that takes sharper photos and that i can slow and speed up the shutter speed and be able to focus on one object and the back ground blurs a little. i know alot of people on here know alot about photography. im pretty new to it.
whats some good cameras? id prefer around 400. im debating if i want a SLR type camera or like this
https://www.google.com/products/catal...029#ps-sellers
drop some knowledge on me.

I'm selling a really nice Leica D Lux 3 digital camera right now on Ebay. You should check it out:

It's very nice, shoots great images, shoots RAW, but it's not a Digital SLR if that's what you're after.

Do you have a budget for lenses (ranging in price from a few hundred dollars to over a grand)? If not, I'd steer clear of dSLRs. Since this seems to be your foray into photography, I recommend a higher end point & shoot. This way, you'll spend your time taking pictures, learning the various settings (aperture, shutter, ISOs) without the added pressure of doing all that AND saving up for more glass.
My choices are the Canon G9 or G10.

Those are great cameras and will work well. You can make some fine pictures but you won't get that long lens look with the background out of focus like on a DSLR with a longer lens.
To get the most control you do need a DSLR but it will cost you. You could get a used DSLR like a Canon 30D and 1 decent lens and when you have the bucks then upgrade the camera. Deals can be had on Craigs list.
